Youth justice advocates, including some Houstonians, are fighting in support of a bill that would see the closure of the state's five juvenile detention centers, which they say have been beset by 'dangerous and inhumane conditions.'

"TJJD failed me," said Jernard Brown, 23, of the Houston-based Collective Action for Youth, a member of the youth-led Finish the 5 campaign."We punish and condemn them like they're wrong, when they were taught those things. It starts at home and we got to do better in the community." "Rehabilitation programs, as well as detention, occur at both the county and state level, but with the state facilities serving as a place for the highest-level, highest-need offenders as determined by juvenile probation court judges. We are confident that TJJD has the collective skill, expertise, and experience to serve these youth and operate these rehabilitative programs," the statement reads.
