It starts at home and we got to do better in the community." "Rehabilitation programs, as well as detention, occur at both the county and state level, but with the state facilities serving as a place for the highest-level, highest-need offenders as determined by juvenile probation court judges. We are confident that TJJD has the collective skill, expertise, and experience to serve these youth and operate these rehabilitative programs," the statement reads.
