A new law would force COVID testing sites to meet basic standards

San Francisco is poised to tighten regulations on pop-up COVID-19 testing sites that have sprung up across The City in recent months.

The law would also require the sites to be tied to a government body, a licensed health care provider located in The City, or an educational institution like a university or licensed child care facility. “This ordinance will give The City a clear way to regulate these sites and ensure that any rogue sites can be shut down expeditiously,” Melissa Hernandez, the legislative aide to Preston who spearheaded the bill’s drafting, told supervisors on Thursday.

In some cases, people working at the sites were not wearing personal protective equipment, and some sites allegedly never returned results to people who gave a sample.

The legislation would require sites to have clear policies on the use of PPE by its staff, how specimens are collected and transported, how people are notified of their results, and how patients’ privacy will be maintained. The sites will be required to comply with HIPAA, the federal health privacy law.
