South Side man swabbed own cheek, made up kids in COVID testing fraud scheme.
A South Side man is facing federal fraud charges alleging he swabbed his own cheek and instructed employees to make up names of children for hundreds of phony COVID-19 tests that were reimbursed through a taxpayer-subsidized program for low-income families. Oscar Alvarado was charged in a 27-page criminal complaint made public in U.S. District Court this week with wire fraud. Records show he was arrested in Miami on Sept. 15 and was ordered held as a flight risk.
Though some of the tests were legitimate, Alvarado also orchestrated the collection of thousands of falsified tests for individuals who either were never actually tested, according to the complaint. Alvarado occasionally swabbed his own cheek or gums and submitted the sample under the name of a previous patient, and encouraged some of his employees to do the same, according to the complaint.
