Jinchao 'Patrick' Wei, stationed on the USS Essex, and a second sailor from Ventura County were charged with spying for China by transmitting sensitive military information
Federal indictments were unsealed Thursday in San Diego and Los Angeles against two U.S. Navy sailors charged with espionage on allegations of passing sensitive military secrets to a Chinese intelligence officer.
“He is accused of betraying his newly adopted country by stealing national defense information and selling it to his Chinese spy master,” Randy Grossman, U.S. attorney for the Southern District of California, said at a Thursday morning news conference.Grossman said it was the first time federal prosecutors in San Diego have ever levied this specific espionage charge against a defendant, and that it’s been only rarely charged elsewhere — just five times in the past six years.
“The statute is reserved for the most serious circumstances involving the passage of national defense information intended to harm the United States, or for the benefit of a foreign power,” Grossman said. “The fact that we’ve charged it in this case in San Diego is the reflection of the seriousness of Wei’s alleged conduct.”
Federal agents also arrested him Wednesday at his home base, Naval Base Ventura County in Port Hueneme. The petty officer is charged in the indictment with conspiracy and receipt of a bribe by a public official.
