CHAPTER II.

Perhaps it will be urged, that the tacit assent of their minds agrees to what their practice contradicts. I answer, first, I have always thought the actions of men the best interpreters of their thoughts. But, since it is certain that most men’s practices, and some men’s open professions, have either questioned or denied these principles, it is impossible to establish an universal consent, without which it is impossible to conclude them innate.

Where then are those innate principles of justice, piety, gratitude, equity, chastity? Or where is that universal consent that assures us there are such inbred rules? Murders in duels, when fashion has made them honourable, are committed without remorse of conscience: nay, in many places innocence in this case is the greatest ignominy.

From what has been said, I think it past doubt, that there are no practical principles wherein all men agree; and therefore none innate.
