What has spurred this shift? Some of it is a matter of relative expectations – after months of crawling through an electoral desert, they are disproportionately relieved to get a few mouthfuls of water even if it’s brackish and limited in supply., the “war on motorists” and other topics. From grizzled veterans to the 2019 intake, they would all prefer to be led by a wartime general than a management consultant, so combative noises from No 10 improve their mood.
Of course, there are lessons from Ulez for the Tories in other parts of the country. In Wales, and major English conurbations, such measures are evidently controversial and unpopular – just ask Andy Burnham who was forced off his plans for a Manchester charging system not too long ago. Except, that is, that the Opposition have their own problem in terms of over-reading the importance of by-elections.
