The City of Philadelphia is offering up to $20,000 in reward money for the arrest and conviction of the person responsible.
A trip to grab a candy bar for his grandmother turned deadly for a man in Philadelphia's Hunting Park section. Ten years have now passed and his mother is still searching for answers.
"He handed it to my mom in the door. So he had his phone, so he went down the street and he was on his phone," she said.
