James Baker: Democrats and Republicans once worked together to ensure fair elections

President Jimmy Carter’s strongly held conviction that elections are the heart of democracy is an indelible part of his legacy. Elections, he believes, allow citizens to choose their leaders, and just as importantly, hold them accountable. As with so many aspects of his life, President Carter has put his good intentions into action in ways that helped make elections at home and around the world be as free and fair as possible.
