But many of those people who are highly vulnerable are expected to continue to exercise a high degree of caution. Technically, the WHO does not declare something to be a pandemic or not but rather declares a Public Health Emergency of International Concern. Professor Paul Hunter of the University of East Anglia, acknowledged that Covid was “gradually causing less and less severe disease”, but added: “The infection is still very common and is likely to remain so.”
