One report says 63-year-old Richard Carter told jail staff he was having trouble breathing before he died. But another report says jail staff found Carter in his cell 'pulseless and not breathing.'

Richard A. Carter, 63, grew up in Philadelphia but lived in Harrisburg in recent years.The death of a 63-year-old man at Dauphin County Prison on Christmas Eve has been ruled natural, but documents detailing what happened to him just before he died contradict each other.

County officials told PennLive the discrepancies were due to incomplete and inaccurate information in his autopsy and death investigation reports.
