United Arab Emirates President Mohamed bin Zayed Al Nahyan, Chinese President Xi Jinping, and Russian President Vladimir Putin will be absent from assembly proceedings.The president is expected to meet with Israeli Prime Minister Benjamin Netanyahu during the week.
