Emergency officials warned residents to stay off the roads and find higher ground

A slow-moving storm drenched the Washington, D.C., area Monday morning, causing flash floods that forced some drivers to abandon their cars and delayed subway lines during the busy morning rush hour after a holiday weekend.

The National Weather Service issued a flash-flood emergency that affected more than 1.5 million residents in the district and Virginia. I always figured that, one day, I would wake up to look back on a life full of much more meaningful regret.” Storrs added that if he could do it all over again, he would have developed a drinking problem far earlier.
