Despite representing an unruly force of evil, the Sith still has a set of rules that must be followed, though not nearly as restrictive as the Jedi equivalent.

Qi'ra has threatened to release a forgotten Sith Lord from the ancient Fermata Cage. Due to the Sith Rule of Two, there can only ever be one Sith Master and one apprentice active in the galaxy at any one time.
The Sith Rule of Two Is Absolute Palpatine has tried to replace Vader with non-Force-sensitive agents before, so it's unlikely he respects the Rule of Two for its own sake. It's far more probable that Palpatine sees it as a way to safeguard his own status and power.
