The U.S. on Wednesday announced sanctions targeting Russian President Vladimir Putin’s two adult daughters and said it was toughening penalties against Russian banks in retaliation for “war crimes” in Ukraine.

The announcement comes the United Kingdom and the European Union were also set to impose new punishing sanctions targeting Russia, including a ban on all new investment in the country and an EU embargo on coal, after evidence of torture and killings emerged in recent days from a town outside of Kyiv.

In an impassioned speech to the U.N. Security Council on Tuesday, Ukrainian President Volodymyr Zelenskyy called for the removal of Russia as a permanent member over allegations of war crimes. “Remove Russia… so it can not block decisions about its own aggression, its own war.” EU foreign affairs chief Josep Borrell said energy was key to Russian President Vladimir Putin’s war coffers.

After several European countries announced the expulsion of Russian diplomats, the European Commission proposed a fifth package of sanctions including a ban on coal imports that could be adopted as soon as Wednesday once unanimously approved by the 27-nation bloc's ambassadors.
