Given budget impasse in Congress, furloughed staff, delayed grant reviews, canceled travel, and shuttered instruments look imminent
So far, Congress has failed to pass any of a dozen 2024 spending bills for various agencies before the fiscal year begins on 1 October. Although Congress routinely misses the deadline for those bills, lawmakers normally pass a stopgap omnibus spending bill to keep agencies funded until the full-year appropriations bills are completed.
For many federal scientists who went through a 16-day partial shutdown in 2013 and a 35-day partial shutdown in late 2018 and early 2019—the longest in history—what may happen beginning next week will be familiar. Researchers who receive federal grants from agencies such as the National Science Foundation and the National Institutes of Health won’t be immediately affected by the shutdown, and their grant payments will continue. NIH and NSF will still accept grant applications.
As for research infrastructure that NSF supports, a small number of employees deemed essential will continue to provide support for research programs in the Arctic and Antarctic. And many NSF-funded telescopes should be able to remain open for an extended period thanks to extra funding the agency provided this year to tide them over in case of a shutdown.
