The U.S. will scrutinize goods from across China to enforce a law cracking down on forced labor in the Xinjiang region, home to the Uyghur minority, a top U.S. official said

The U.S. will scrutinize goods from across China and elsewhere in its forced-labor crackdown, and attempts to obscure a Xinjiang connection will fail, Robert Silvers, an undersecretary in the Department of Homeland Security, said at the WSJ Risk & Compliance Forum on Wednesday.

Xinjiang, home to the country’s Uyghur people and other minority groups, is a major exporter of tomatoes, cotton products and polysilicon, a material used in solar panels. U.S. Customs and Border Protection, had, as of Sept. 20,that they improve scrutiny of their sometimes convoluted, multitier supply chains. Customs will be closely looking at these supply chains as well, Mr. Silvers said. Our Morning Risk Report features insights and news on governance, risk and compliance.

Despite the toughened requirements under the forced-labor law, the U.S. government is working with businesses to help facilitate legitimate trade, he said. The Customs Trade Partnership Against Terrorism, a program similar to the TSA PreCheck program used by air travelers, was established after the Sept. 11, 2001, attacks to provide benefits to importing businesses that subject themselves to U.S. Customs scrutiny in advance.
