A fight between the U.S. and Mexico over Rio Grande water is adding to Texas’ ongoing drought problems.
LAKE AMISTAD — A line of trucks with fishing boats in tow idled on the Diablo East boat ramp on the south side of Lake Amistad, waiting for their turn to launch and start their morning on the water. Normally, there are nearly a dozen ramps open at the reservoir, which straddles the United States-Mexico border near Del Rio, about 150 miles west of central San Antonio. But as the lake level has dropped, the ramps have closed one by one, leaving just two that reach the water.
