The Texas General Land Office has until Friday to determine its next steps after the U.S. Department of Housing and Urban Development found the agency discriminated against minority residents in its distribution of Hurricane Harvey flood mitigation funds.
Doris Brown, who filed a civil rights complaint with HUD about GLO's distribution of Harvey mitigation funds, poses for a photograph inside her home on Tuesday, March 8, 2022, in Houston. That complaint resulted in a finding Tuesday that the GLO discriminated against communities of color, which could redirect millions in funds to Houston. The Texas General Land Office has until Friday to determine its next steps after the U.S.
In that letter HUD said the scoring method the GLO used to distribute funding disadvantaged Black and Hispanic residents by excluding areas designated by HUD as the most impacted by disaster and by giving preference to smaller jurisdictions over larger ones.We want to foster conversation and highlight the intersection of race, identity and culture in one of America's most diverse cities.
Texas Housers advocacy director David Wheaton said the group is hoping to know by Friday what the GLO plans to do next. "The GLO has a few options right now," Wheaton said."The option that we want, of course, is for them to get into a voluntary compliance agreement with us and the Northeast Action Collective and HUD. We think that would help remedy the discrimination. But they can also sue HUD for making that final letter of determination. And then finally, HUD can get the DOJ involved and have the DOJ sue the GLO.
