By early afternoon, Speaker Dade Phelan countered that the Senate plan’s most-publicized feature, a 75% increase in homestead exemptions on school district taxes, is not exactly a crowd pleaser. It would follow two other increases in homestead exemptions approved by lawmakers and voters since 2015.
“That too should send a message, Mr. Meyer,” he said, referring to Rep. Morgan Meyer, a Dallas Republican and chief author of the House’s legislation.The clash over tax relief sets up a fight between the two chambers that could force lawmakers into a special session. And it comes as lawmakers are awash in money.
“Revenue caps,” or limits on how much school districts and local governments can derive from property taxes without getting approval from their voters, are working, he says. The Legislature passed them in 2019. “I need the predictability as a small business owner that you can only go up 5%,” he quoted her as saying. “And by that, I can then grow my business. I can pay my employees more.”In their tax-relief packages, both the Senate and House would use $5.3 billion to continue school-tax rate cuts passed in 2019.
Arlington GOP Rep. Tony Tinderholt said he wanted to increase the House bill’s rate cuts to $20 billion. Because of inflation, that’s what it would take to equal the $14 billion school tax cut passed by the Legislature in 2006, he said.
