Cosla said its most recent offer was being made on condition that the unions took it to their members for a vote and suspended their planned strikes in the meantime.

“We have met every ask of our trade union colleagues throughout these negotiations and this best and final offer was made on the basis that strikes would be suspended,” she added. Ms Hagmann said no new money had been identified for the latest offer, meaning that there would be “delays to programmes and projects within communities” to fund it.“I cannot stress enough the efforts that both local and Scottish Government have gone to in relation to securing the funding to meet this ask.

Scottish Conservative education spokesman Liam Kerr accused ministers of “scrambling around” instead of stepping in to resolve the dispute earlier.
