Trying to deliver on a 2022 campaign promise, Gov. Josh Shapiro signed an executive order Wednesday designed to encourage more people without college degrees to see out employment opportunities within state government.
The administration will also review all jobs that, by law, require four-year degrees, to see if it’s practical to relax some of those entry thresholds. It sounded great, and fit in well with his campaign themes of opening new doors of economic opportunity to all Pennsylvanians who want to push through them. Shapiro’s overall intent was seconded Wednesday by Darice Mayhew, director of administration within the Governor’s Office, who said the new hiring emphasis on skills and experience is especially significant for people of color, like her, who historically “have had limited access and opportunity to pursue higher education.”
