Locally heavy rain may spread from Oklahoma and north Texas into parts of Arkansas, northern Louisiana and Mississippi into Monday night.A key uncertainty in Tuesday's forecast is how expansive the soaking rain will be in the Lower Mississippi Valley during the day and evening. This rain could limit the instability needed for severe thunderstorms.
