California has far fewer pot stores than other states with legal weed. This city is trying to change that.

San Jose is the only city in Santa Clara County with operating cannabis storefronts. That makes the city a magnet for the entire region’s pot sales, but it still lags behind other major California cities in the number of legal pot retailers. There are just 1.6 pot shops per 100,000 residents in San Jose, while Los Angeles has 2.4 and San Diego has 2.6, according to SFGATE analysis.

Mike Bitar, the CEO of the cannabis retail chain Grupo Flor, which has a location in San Jose, said he’s been looking for a new retail location in the city for three years, but has yet to find an attractive retail location that also meets the current zoning requirements. Bitar said he already has a deal to open a new location in one of San Jose’s shopping centers, as long as the city’s ordinance becomes law.
