The ink no longer runs dry at San Antonio's Nite Owl, home studio of 8-year-old tattoo artist
The overdue payment was related to a 2020 inspection when the state found that the tattoo shop was operating without valid licenses. DSHS confirmed that the payments for the licenses were made on Feb. 10 but took some time to process. Diane Castillo, who owns Nite Owl, previously told the Express-News that the office manager in charge of renewing the licenses was fired.
The fines were not related to having Athena Castillo working as a tattoo artist. Texas has no age requirements for tattoo artists, and while some local jurisdictions have requirements, the city of San Antonio does not.
