"There is no other road out," said Alex Sandoval, road superintendent for Santa Cruz County Public Works."Everyone who lives above the damage, their only way out is walking through some private property they can walk through." Sandoval said it's"hard to nail down exactly what happened" but the best guess is that logs and debris blocked the culvert on Bates Creek and the water swelled up over the road.
