Residents fear 'all hell could break loose' if lap dancing clubs given the go-ahead in West Lancs

Public opinion about sex shops, cinemas and sexual entertainment, such as lap dancing clubs, along with topics such as prostitution, women and girls’ safety, and the sexual needs of some men, is detailed in a West Lancashire Council licensing survey.

Unlike arrangements for alcohol sales, live music, DJs, dancing or tobacco sales for pubs, clubs, restaurants or shops, local councils are not legally required to have specific conditions or policies for sex establishments because national licensing laws already exist. However, councils can have additional local statements to clarify their preferences. In effect, this can place a heavier burden on sex establishments to argue their case to be granted a licence.

In reply, 49 people said yes, one said no and nine were unsure. Some were opposed to any type of sex establishment anywhere locally. Others said a licensing policy statement ensures safety for all users, and the protection of sex workers and their neighbours. The council’s second consultation question was: “The aims of the policy statement are to preserve the borough’s character, protect the public, protect staff in sex establishments, promote good management in sex establishments and promote equality.

Other comments included: “One of the key aims should be to protect children specifically, in addition to protecting the public.” Another stated: “Protects woman and children.”Question three was: “The council has set a policy limit of zero for the number of sex establishments of any kind that would be allowed in the borough. This limit is not binding because the council cannot prevent an application from being submitted and determined by the law.

Some people felt a strict ‘zero’ premises approach could create sex establishments operating unofficially. One stated: “I’m unsure about this as, potentially, a zero limit pushes these kinds of establishments underground.” Another said :”I think if you have licensed establishments, it keeps things safe.”Some comments suggested political parties or religious church-goers were out-of-touch with modern society and sexual attitudes.
