Rosendale lost to Tester by more than 3 points in 2018 after being branded as a carpetbagger with a noticeable Baltimore accent. Privately, Rosendale has told friends and allies that he plans to run for Senate, according to a person familiar with his plans. Publicly, he has remained noncommittal, and he“Jon Tester does not represent the state of Montana,” Rosendale said in response to a question about his Senate plans.
