Renault SA wants to propose a merger with Nissan Motor Co., bringing officially onto the bargaining table a plan that has angered Nissan, inflamed international tensions and contributed to the prosecution of Carlos Ghosn.

Renault recently asked its bankers to approach Nissan to lay out a plan for a holding company that would combine the two partners, according to people familiar with the proposal.
