Paxton announced the proposed rule the Friday leading into what's traditionally the spring break holiday. His office issued a press release stating it would "promote accountability and rule of law," though Gonzales contends this is a vehicle to go after district attorneys in urban areas with political views contrary to Paxton's.

The case file in any prosecution where a defendant has raised a justification under Chapter 9 of the Penal Code, Subchapters C and/or D All correspondence regarding any decision not to indict a person who was arrested by the Texas Department of Public Safety for a violent crime
