The BBC has spoken to several tenants who complained of mould, as well as one mother in London who said inadequate heating and insulation had made her children sick.

In the same period, formal action was only taken by councils on 25,243 occasions, while less than 1% of the registered faults lead to a prosecution. Paul says he first complained to his letting agent about a range of issues, including a broken sink in his bathroom and a leaking toilet, which he said were causing "mould and damp".
