Like any other American his recourse was to request “copies” under FOI. Whether the fraudulent conversion or theft of this specific government property constitutes a High Crime or Misdemeanor, it occurred in the hours Trump was still president and justifies a third impeachment.
Since Trump is now out of office, the only penalty an impeachment conviction can levy now is a ban from holding any future office.
