Jacob M. Harris, 32, of Egg Harbor Township, allegedly placed the device on a vehicle, which was at a home in Lower Township, according to Cape May County Prosecutor Jeffrey H. Sutherland. “Harris is currently on administrative leave pending the outcome of his criminal proceedings,” the prosecutor said in a statement.
