The bill would also have the Pennsylvania State Police, in consultation with other agencies, develop training for officers on how to identify and report hate-based crimes.would require schools in the commonwealth to include hate-based intimidation in their conduct policies and incident reporting, and also allow for reporting of such through the state’s Safe2Say program.
Schemel explicitly tied Wednesday’s discussion to the debate over HB300 and to Republicans’ less-accepting beliefs about LGBTQ issues, describing what he said were efforts to portray as hateful those who, for instance, object to gay marriage on religious grounds.
