“This figure has been rising exponentially, hour after hour, literally, since Thursday,” High Commissioner Filippo Grandi said in an address to the U.N. Security Council.On Tuesday, U.N. Secretary-General Antonio Guterres will open a meeting at which Mr. Grandi and U.N. Emergency Relief Coordinator Martin Griffiths will launch an appeal to donors for humanitarian aid to Ukraine and support for Ukrainian refugees in neighboring countries.
