President Trump has taken an unconventional approach to international trade.
He has criticized existing agreements with allies, imposed tariffs on steel and aluminum from friends and foes alike, and escalated conflict with the world’s second-largest economy, China. Whether by design or serendipity, tough talk and blunt action have provided Mr. Trump with a series of opportunities to advance the cause of free trade more consequentially than his recent predecessors.
