Can a Democrat in a liberal state take on public-employee unions and survive? Rhode Island Gov. Gina Raimondo gave reformers reason to hope by handily winning re-election in November after a primary challenge from the left. As state treasurer, Ms.
Raimondo pushed through the nation’s boldest public pension reforms in 2011, which reduced political pressure to raise taxes. Rhode Islanders elected her governor in 2014. Early in her first term, she promoted a business-friendly environment. But that reform legacy and Rhode Island’s future are now in question.
