Buddie, the mascot for campaign group behind a failed 2015 campaign to legalize recreational marijuana in Ohio. In sharp contrast to the that splashy campaign, the current campaign behind State Issue 2 has been unusually under the radar.

With early voting beginning this week, groups supporting and opposing State Issue 2, which would legalize marijuana for adults 21 and older, have yet to spend a single dollar on traditional TV ads, typically the largest expense for any political campaign.In contrast, groups supporting or opposing State Issue 1, an abortion-rights measure that’s also appearing on the Nov. 7 ballot, have spent or reserved more than $9.

The Issue 2 campaign is backed by marijuana business interests, including those with a stake in the state’s current medical system, some local Democratic parties and advocates who equate marijuana’s legal status to alcohol prohibition. The opposition includes hospitals, business groups, law enforcement, social conservative groups and Republicans, who say they’re concerned about the potential health effects and other dangers posed by more widespread marijuana consumption.

Tom Haren, a spokesperson for the pro-Issue 2 Coalition to Regulate Marijuana like Alcohol wouldn’t concede his campaign is keeping a low profile. He said the group is running campaign ads, although they’re airing on streaming devices, a harder to track medium, while participating in voter forums and other media events.

What available information there is suggests a tight budget for the pro-Issue 2 group – it began running Facebook ads just this week, spending less than $10,000, according to the social media platform’s ad transparency site. The business environment surrounding marijuana also has changed, as some of the exuberant projections of huge profits have failed to materialize. The current marijuana issue also lacks the monopoly component that enticed the groups in 2015 to spend so much money in the first place.
