Mr. Bickford had earlier told the FBI he wanted to travel overseas but made no specific threat against officers in New York, leaving law enforcement with no indication he would strike, Mr. Galati said. The FBI declined to comment on the specifics of Mr. Bickford’s case but said “protecting the American people from terrorism—both international and domestic—remains the FBI’s number one priority…we remain focused on detecting and stopping all types of terrorism.”

Mr. Bickford told police after he was arrested that he planned the trip to New York because “I wanted to kill an officer in uniform,” according to court records, and that all government officials were targets because “they cannot be proper Muslims because the United States Government supports Israel.”The Legal Aid Society, which represents Mr. Bickford, asked the public in a statement to refrain from drawing hasty conclusions.

He told relatives he was upset about abuses of Muslims around the world, including the Rohingya in Myanmar and the Uyghurs in China, and wanted to travel to help them, Mr. Galati said. Since the attacks of Sept. 11, 2001, 37 of 45 Islamic State- or al Qaeda-linked attacks in the U.S. have been inspired by the groups rather than centrally managed by them, Christine Abizaid, director of the National Counterterrorism Center, told lawmakers during a November hearing.
