The new law, which is being challenged in federal court, added requirements and rules to vote by mail. It also expands the power of poll watchers, restricts the discretion of election officials, and makes it more difficult to assist some voters. Juan Cardoza-Oquendo, Director of Public Policy of Houston in Action, a civic engagement organization, cited as a positive outcome. According to their data, more than 13 percent of early voters in the Republican primary and 12.2 percent of early voters in the Democratic primary were voting in a primary election for the first time.Turnout in primary elections tends to be low, particularly in non-presidential elections.
