San Diego was an early leader in controversial trend, though a decision to add parking at a new apartment complex has intensified debate
For years, the Legislature and Gov. Gavin Newsom have been out in front of many local communities in encouraging more dense, transit-oriented housing.
Like so many other new development rules, the key argument behind the bill, authored by Assemblymember Laura Friedman, D-Glendale, is that allowing more density and removing costly parking mandates will lower housing costs and help relieve the state’s affordable housing crisis. Among other things, critics contend people with cars may still rent so-called “car-free” apartments and further add to congestion by driving around in the hunt for limited street parking.
