Battaglia became the first judge in state history to rule that a congressional redistricting map had violated the state constitution. “It’s a lot prettier than the map that Democrats passed in 2011 and most recently [last] year, but it’s up to courts to decide whether it’s fair,” Wasserman said. “It is the most visually compact way Democrat can hope to keep all seven of their current seats. For Democrats, this is about preventing the worst-case scenario, which is that they would actually lose seats in Maryland.
