Mayor hopes region could still 'salvage something' after Rishi Sunak scrapped HS2 in the North

As much as £20bn could be available to fund a "modern railway for the 21st century" between Liverpool and Manchester using the money saved from scrapping the Northern leg of HS2, mayor Andy Burnham has suggested.

The Government's controversial 'Network North' document promised that with the £36bn saved from HS2, some £12bn would be spent "to better connect Manchester to Liverpool". And the mayor said the Conservative Minister was also open to making more funding available for the scheme using the principle of 'land value capture', where the building of new infrastructure increases the value of the land and that value is then used to pay for the projects themselves.

Northern political leaders were left furious at how Rishi Sunak had announced the scrapping of HS2 in the North during Tory party conference in Manchester without any consultation with them. The idea is that big infrastructure projects like Northern Powerhouse Rail or the Elizabeth Line in London dramatically increase the value of the nearby land.

The 2021 IRP ignored leaders plea for a new high speed line from Liverpool to Manchester and Leeds, instead promising just 40 miles of new line between Warrington and Marsden in West Yorkshire with upgraded line elsewhere.
