Man pleads guilty for helping civilian Air Force employee in San Antonio launder portion of $2.4 million in bribes

Keith Alan Seguin, 55, a former civilian worker at Randolph Air Force Base, enters the Judge John H. Wood Jr. Federal Courthouse on Tuesday, Jun 15, 2021, to plead guilty to wire fraud conspiracy and admit he rigged multi-million dollar contracts for flight-simulation software, equipment, training and related services. Last week, Rubens Wilson Fiuza Lima — a Georgia resident and friend of Sequin — pleaded guilty in San Antonio federal court to helping Seguin launder bribe money.

Seguin, a civilian with the 502nd Trainer Development Squadron at Randolph, worked in cahoots with David J. Bolduc Jr., to rig a series of contracts so that a small contracting firm that Bolduc partly owned — QuantaDyn Corp. — would get the inside edge for millions in work. Booz Allen Hamilton, as prime contractor, got a cut of the revenue but passed the jobs to the subcontractor hand-picked by Seguin — QuantaDyn Corp.

Seguin released confidential information to Bolduc and others involved in the contracting process and inflated work orders to maximize profits and bribes Seguin received.
