Rochester, N.Y.— The owner of a general contracting firm pleaded guilty to perjury for lying under other during the investigation into former Rochester Housing
George Moses, the former head of the Rochester Housing Authority who was sentenced to serve 6 1/2 years in federal prison camp last year after being found guilty of stealing
funds from local nonprofits. Now, Francis Cardinell, 77, of Penfield, has pleaded guilty to perjury, for lying under oath during the investigation into Moses, prosecutors said.
