A Cleveland man who police say kidnapped a victim with two amputations & left him to die on a set of train tracks in February has been charged in another person’s death. Authorities say he left the body near the same set of tracks under a West Side bridge.

The kidnapping incident occurred Feb. 22, when police say Parsons and two other suspects lured a 59-year-old acquaintance into Parsons’ house to help with a renovation project. They robbed him at gunpoint, forced him into a car, pistol-whipped him, tossed his wheelchair into a ravine, threw him onto the train tracks on a frigid night and stole his car and prosthetic legs, police said. They then set them on fire, authorities said.

The train tracks were located near 4001 Pearl Road, under the Pearl Road Bridge near the Cleveland Metroparks Zoo. A month after the kidnapping, on March 24, police responded to reports of aat the same address. Police said a person in the area heard gunshots earlier that morning. The office of the Cuyahoga County medical examiner identified the victim as 23-year-old Charles Eggers, who died from multiple firearms injuries.

Another man was also was accused this week in the kidnapping incident, according to an arrest warrant. Eric “David” DeJesus, 24, of Cleveland, faces aggravated robbery charges in Cleveland Municipal Court. He is not in custody.
