Emil Cochran, 30, is charged with murdering Devin West inside the Santa Rita Jail.
DUBLIN — A 30-year-old man has been charged with murdering his cellmate at Santa Rita Jail last year, in a case where the victim’s mother told reporters he was set to be released for a property crime sentence shortly before he was killed.
Emil Cochran, of Elk Grove, was charged with murdering 27-year-old Devin West, an Oakland longshoreman who was beaten to death inside A Pod, cell nine of the Santa Rita Jail. Cochran and West were cellmates. Authorities haven’t released the suspected motive. West was killed on Nov. 15. A probable cause statement by a Alameda County Sheriff investigator says deputies spotted Cochran on top of West, assaulting him, during a “normal check” on inmates. An autopsy showed West died from blunt force trauma, authorities said.that her son suffered from a severe mental illness and was serving a two-month term for breaking into a car. She said he was supposed to be released — and that when she called the jail, she was told he had been — when he was killed.
