The FAA and the National Transportation Safety Board are investigating the incident. According to FlightAware, the Learjet had taken off at 12:22 p.m. before returning to North Island, lasting a total of 55 minutes in the air before the incident.
"I looked over and there was a massive amount of firetrucks and I could clearly see it was a plane that was partially in the water," said one witness. “I was happy that it didn't become like worse than it was just because there are like a lot of businesses, and like things right near everything," said Jasmine Urquidez, an employee at a nearby restaurant.The crash occurred as Tropical Storm Kay brought heavy winds and buckets of rain to the county. A flood watch and warning and high wind warning were in place for some areas of the county Friday.
