In such gloomy times, it is easy for Conservatives to revert to harsh critiques and dark warnings.
Politicians often bandy the second pillar of community without a deeper appreciation of what it means. It is not purely about charity and voluntary work. It is about ties to a place, providing security and managing cultural change with care. It is not arguing that everyone must be tied to the exact postcode they were born for the rest of their lives.
