Amid charges that Moscow has committed war crimes, a Newsweek investigation of Russian bombings reveals the facts obscured by the fog of war.

On the surface, most of these are open-and-shut cases: unlawful killings including summary executions, forced detention, deportations and"disappearances" of civilians, torture and sexual assault. But in the bombing of Ukraine, establishing the basis for war crimes is far more difficult.

What is more, while minimizing civilian casualties and damage to civilian objects is a fundamental obligation, it is not absolute. If"military necessity" demands, attacks may be justified. A civilian object such as a supermarket that is being used by the armed forces can become a legitimate military target.
